WHEREAS the question of promoting the education, medical health care-training and teaching measures for the larger section of the community in India in general, particularly the poor, down trodden with lower income groups who are leading a life much below the poverty line for generations and are still needed the attention of the social workers on these aspects can not be ruled out. AND WHEREAS the problems of the so called deprived-sections of the society has remained a burning question over since the independence of the country.

AND WHEREAS Shri M. S. Singh ‘’Manas” of Dist. East Singhbhum, Jharkhand are social workers committed for the upliftment of weaker sections of the society and have helped the cause of social upliftment, social justice for the establishment of self reliant society.

AND WHEREAS the said Trustees have decided to establish a public charitable trust for the cause of change in the present state of affairs of the weaker sections of the community at large under the frame work of democracy and prevalent laws of the country through education and health care.

AND WHEREAS with a view to and for the purpose of constituting the Trust Permanently as an irrevocable Trust. It is considered that a declaration of Trust should be made in the manner set our hereunder.

AND WHEREAS the Trustees hereby declare that the said funds and all other funds, donations and contributions in any shape or form to the said fund from time to time and the rents, profits and income thereof and stocks, funds, properties and securities for the time being presenting the same shall be held upon Trust for the objects and purposes and subject to the power and provisions hereinafter mentioned.

NOW THIS DECLERATION WITNESS AND IT IS HEREBY AGREES AND DECLARED AS FOLLOWS:

1) NAME: Trust is hereby constituted as an irrevocable public charitable trust and shall be more particularly known as “GOUTAM BUDHA SEVA SANSTHAN”. The word SANSTHAN shall unless it be repugnant to the subject or context thereof means and include “GOUTAM BUDHA SEVA SANSTHAN”.

2) The Registered Office of the SANSTHAN will be located at 4, South Park, P.S. Bistupur, P.O. Bistupur, Town Jamshedpur, Sub-division Dhalbhum, District East Singhbhum, within the State of Jharkhand.

3) AIMS AND OBJECTS :

(a)

1. To establish and maintain and run schools and colleges, institution of research and of culture, Dispensaries, Hospital, Health Centres, Child Welfare Centres, for the benefit of the public and for the purpose to provide for sanitary facilities and promotion of preventive measures for the health of the people specially in rural and poverty stricken areas in India.
2. To help, and assist, undertake, organize, promote, establish and maintain institutions or centres for imparting general imparting general vocational Non-Formal, Physical and cultural educations for the co-ordinated advancement and economic development, promote equally in the society.
3. To fight against leprosy aids and blindness, promote blood donations habits.

 (b) To attain and for the fulfillment of the above objects, the SANSTHAN may:

1. Organise conference, seminars, training camps and sivirs with a view to provide facilities to common man to gain knowledge for understanding the necessary of social and economic changes, and the sense of environment and ecology.
2. Establish and maintain Dharamasalas, Rest House, Poor Homes, Hostels, or any other such charitable institutions for the benefit of all the classes at any suitable place or places.
3. Fund, assist, establish and maintain libraries and reading rooms and may establish and maintain boarding houses or hostels or assist such facilities.
4. Publish books and magazines for the development of education and upliftment of humanity and to distribute them to the public with or without charges and maintain printing presses and other establishments like Khadi, Village, and Small Scale Industries for the purpose.
5. Establish museum for maintaining and preserving objectives, book articles and things of special interest and importance.
6. Do all such acts and things as may be conducive to be general well being of the society and uplifting the social, educational cultural or economic condition of the masses.
7. Accept donations (in cash or kind), subscriptions grants, present and collect dividends, rents interest and other income of the SANSTHAN FUND etc. for being utilized to further the objects hereof.
8. Pay all cost charges and expenses incidental to the management, administration and execution of the SANSTHAN and powers herein contained.
9. Open and maintain account or accounts of the SANSTHAN in the post office, saving bank, current account in any scheduled Bank or co-operative Bank for the purpose of keeping the monies of the SANSTHAN and to operate on the same or to authorize any one or more of them to operate upon them.
10. Purchase or hire or take on lease lands, buildings, and other immovable or moveable properties in the name of the SANSTHAN.
11. Invest, dispose of, transfer and otherwise deal with the subject matter of the SANSTHAN in such manner.
12. Trustees deem fir and proper to do in carrying out the object of the SANSTHAN.
13. Raise or borrow moneys required for the purpose of the SANSTHAN on a mortgage or pledge of the fixed/moveable or any part thereof with or without any security and at such rate of interest and on such terms as the Trustees shall think fit.
14. Take over the management of any other public or charitable institution, project or branch of any such institution on such terms and conditions as the Trustees think fit and to manage such institutions.
15. Do such acts and things that may be incidental to or necessary for the attainment of all or any of the objects.
16. All activities financed from the Fund shall be conducted in accordance with the deals and objects as stated herein and no discrimination shall be permitted therein on the ground of religion, caste, creed or sex, provided that any donations earmarked and accepted for any specific purpose falling within the objects mentioned in THESE PRESENTS shall be used for such specific purpose.
17. The SANSTHAN will not carry on any Trade nor will deal in any way with raw materials connected with mill year or mill made cloths, whether cotton, woolen or silk, that is to say that the SANSTHAN will not carry on business in any material other than KHADI.
18. The profit which the SANSTHAN will derive from business in Khadi materials will be sent for the benefit of the artisans working in that concern.
19. The rates and specification in respect of spinning and weaving of Khadi materials will be according to the directions of the certificate Committee of Khadi Commission.
20. Production, sale and development of Khadi materials should be one of the main aims and objects of the SANSTHAN
